The Mining Operations Proclamation No. 678/ 2010 governs the conduct of all mining operations and related activities within the territory of the Federal Democratic Republic of Ethiopia. The law has an amendment known as the Amendment of the Mining Operation Proclamation of 2013 which is further amended by the Mining Operations (Amendment) Proclamation No. 1213/2020. The regulatory framework includes: the Mining Proclamation No. 52/1993 which has been amended by Mining (Amendment) Proclamation No. 22/ 1996 and further by Mining (Amendment) Proclamation No.118/1998; Federal Mining Proclamation Number 678/2010, the Transaction of Minerals Proclamation No. 1144/2019; Transaction of Precious Minerals Proclamation No. 651/2009; implementing Mining Operations Amendment Regulation No. 124/2006; and fthe Mining Operations Council of Ministers (Amendment) Regulation No. 423/2018.
